Highlights of the February 7, 2011 BCA Board Meeting*

Member Voice
  • Helen O'Neill (McTyres Cove) noted she was speaking as an individual resident. She commended the BCA staff for the work being done on street and road signs. The green painted posts are much more attractive than the old wood and/or metal posts, and they are finally straight. She said she would like to see more emphasis on educating residents on the importance of the covenants. She mentioned that her new property assessment went down over 15% ($51,000) and said she is concerned that Brandermill in general took a much larger "hit" than most other developments in Chesterfield County. She also requested the utility covers in the community be painted the new green, and someone stay on top of VDOT to address road patches that are necessary.

Treasurer's Report

Dick Guthrie provided unaudited financial statements. The total variance is only one-half of 1% of budget. The Capitalization Fee and the original Capital Improvement Fund have been combined because capital projects are the only projects funded by this account.

Manager's Reports

Community Manager Pritz announced "Meet the Candidates Night" for March 16 as well as a County Comprehensive Plan meeting for residents for February 24 at Swift Creek Middle School. Diana Ragsdale was approved as the second member of the Marketing Committee.

Sign post painting: residential areas are first; signs along parkways are next. President Rowe said ALL utility boxes - painted dark green - are on the list to be done, after road signs are completed.

Committee Reports
  • Crime Prevention. Copper Hill residents are excited about launching their neighborhood watch program.
  • MPOC Project Updates. Community clean-up date is November 5, 2011 (rain date is November 12). RFPs were sent out for return by February 12, 2011 for the Landscaping updates at the main and back entrances. T-rack replacements have actually started.
  • Sarah Whitmore unveiled the draft logo and new tagline for Brandermill: A Waterfront Community. Sarah has been the sole Marketing Committee person who worked on researching this new "branding". The BCA Board approved the new design, and it will be added to Brandermill signs, web sites, and letterhead.
  • Bob Friedel announced he will not be a candidate for BCA Board next year.

Erosion Control Devices

Mr. Cash from Chesterfield County Planning Department sent an email that prompted this discussion by asking for standards to be established. The County will not accept applications if Brandermill doesn't have established standards. The Army Corps of Engineers approved a design for Woodlake ten years ago, with East-West approval. East-West has verbally given similar approval for Brandermill. The BCA Board discussed creating a standard, who will approve, who will enforce, how it would work if Brandermill owns the last 10'-15' of land before the water edge. Our documents prohibit installation of docks, so they are "erosion control devices" instead. The BCA Board decided to put the latest information out to the residents for comment and will have this topic on its March agenda.

Motion to Approve Roof Stain Covenant

The BCA Board members asked: "How/Who will determine compliance? How will it be enforced?" The language is subjective and costly to residents at this point. "What procedure will be used to determine the extent of stain that would require cleaning?" It was suggested that using similar language to existing covenants for siding be considered. The BCA Board decided to carry this issue over to its March agenda to give residents time for feedback.

Committee Code of Conduct

Code was passed with minor changes to wording. Item #2 was amended to read "act with integrity in relationships that pertain to BCA activities", and Item #6 was amended to change "even-handed" to "fair".

Capital Improvement Fee Referendum

Community Manager Pritz suggested putting this on the ballot as a referendum for Association members for the upcoming April meeting. This money is paid by buyers of homes new to Brandermill. Brandermill-to-Brandermill purchasers will NOT pay this fee. This fee is the sole funding base for capital improvements, and it will be equal to no more than the annual assessment.

Pool RFP Discussion
  • Bobby Joyner (Whispering Oaks) Feels universal pool access ("UPA") won't increase the value of one's home, even though it would enhance value of the Brandermill community. He stated he was concerned that the pool facilities are not sufficient to handle the influx of people if we go to UPA.
  • Helen O'Neill (McTyres Cove) asked if other options had been considered such as staggering membership attendance, perhaps allowing some to purchase limited number of pool usage (for a lesser amount), utilizing a punch on a membership card.
  • Director Livingston discussed timeline and actual questions in the RFP to get answers from a professional. The BCA Board approved the issuance of the RFP for pool analysis.
