NRC Work Session to Develop the 2014 NRC Annual Work Plan

Brandermill Office – Main Conference Room
Monday, February 10, 2014
7:00 p.m.

Some tentative priorities for consideration:
  1. Plan for "Meet the Candidates" night
  2. Communications and Next Steps for Continual Improvement
    Goal: Increased community participation - meetings, member voice of key issues, committees
  3. Recruit a Membership Committee and Chair
    Goal: At least one active Neighborhood Rep for each neighborhood
  4. NRC Neighborhood Representatives committed to the role as defined in our charter and by-laws
  5. Develop plans to assist NRC Neighborhood Reps to plan and conduct neighborhood meetings
  6. Discuss ways to improve the preparation of the BCA Board meeting notes
    Can we involve more people? Make this a team effort? (There are time pressures that make this difficult for one person!)
  7. Increase attendance at Board meetings
The purpose of this meeting is to develop a robust work plan for the coming year.  We encourage your input!

It is with great warmth in my heart that I thank all the NRC Reps and the BCA Directors who participated in giving me such a memorable send-off at the NRC 2014 Annual Meeting. The coffee and cake, the flowers, and especially the wonderful cards and letters of appreciation will definitely be my fondest memories of the NRC.

I am extremely pleased with Reps' selection of 2014 NRC officers and know that they will do a tremendous job. Working together, we can be the "best planned community in America".

I thank each of you for your past support and for the privilege of serving.

NRC 2014 Election Results

We are pleased to announced the following NRC 2014 election results.

Joe Herbst, Chair Joe is a retired Procter & Gamble senior sales executive who would like to apply his business and leadership skills and experience to serve the Brandermill community. He brings a conservative, data-based approach to accomplishing the NRC's goals as stated in its charter. Joe most recently served as First Vice Chair of the NRC (2013), and his primary focus as NRC Chair will be to increase resident participation in Brandermill governance. He is also the Neighborhood Rep for Harbourwood and Chair of the Harbour Pointe Association.
Richard Ziegler, First Vice Chair Richard moved to Brandermill in the first half of 2012 from northern Virginia.  He has extensive experience as a management consultant and has participated in numerous civic organizations, including the Prince William Chamber of Commerce, Rising Stars, Rotary International, American Red Cross, and Brandermill's own Marketing Committee. Richard also serves as Neighborhood Rep for Regatta Pointe.
Kathy Cantrell, Second Vice Chair Kathy has been a resident of Brandermill for 28 years, having moved here from Colorado in 1984. Retiring in 2007 from The Veterans Administration as a Radiation Therapist, she now is a CPR instructor for the American Heart Association, a Senior Ambassador for Chesterfield County and a certified CERT member. She raised her son in Brandermill and enjoys all the amenities our community provides. Kathy believes that the NRC is an effective communication tool for our community and that we need to provide residents a means to openly and efficiently share their opinions, ideas, complaints and questions with the BCA Board.  She has served on the NRC for the past three years as Second Vice Chair (2013), Membership Chair (2012) and Neighborhood Rep for Huntsbridge (2011-2014).
Carla Barnes, Secretary Carla is a 1988 graduate of Roanoke College. Carla lives with her father, Jerry who is a long-time resident of Brandermill, a member of the Community Character Committee and, along with his late wife, Christine, a Neighborhood Rep for Sterling's Bridge. Her parent's involvement in the community sparked Carla's interest to get involved. Carla has an extensive professional background in business management and is currently a store manager for Dressbarn, Inc. Carla has served as NRC Secretary since 2013 and is a Neighborhood Rep for Sterling's Bridge.
George Lawson, Treasurer A native Virginian, George has lived in Brandermill for 27 years. He retired from the Hillman Group in 2006 where he served as the Virginia Regional Manager. He is actively involved in the Virginia Citizen Defense League (VCDL) and the NRA, and has served as a Republican delegate in past state conventions. George has been married to his wife, Kay, for 36 years, and they have two sons, Tripp and Kirt (who attended CCPS schools) and one grandson. He enjoys working in the yard, traveling and the beach. He looks forward to working with Brandermill residents to make the community a better place. George has served as NRC Treasurer since 2013 and is a Neighborhood Rep for Huntsbridge.

Agenda will include a review of NRC activities in 2013 and election of NRC officers for 2014. Download the biographical sketches of the candidates to learn of their backgrounds. This team will take the lead in working with the BCA Board and Staff as restructuring of BCA committees comes to the forefront.

A quorum of NRC Reps is needed, so please plan to attend and vote.

BCA Special Board Meeting - Rescheduled

Due to the inclement weather, the special board meeting to discuss and vote on pool maintenance projects has been rescheduled from Wednesday, January 22 to Tuesday, January 28 at 6 p.m. at Harbour Point Clubhouse.

Public Hearing on Case #14SN0517 Deferred until February

Originally scheduled for this evening (January 21), the Planning Commission has now deferred the public hearing for Case #14SN0517 (13304 Farm Crest Court in Planter's Wood) until Thursday, February 20, 2014, 6:00 p.m. Please plan to attend the public hearing at that time to express your view.

County Planning Commissioners' Public Hearing on Case #14SN0517 (13304 Farm Crest Court)

This is the case that's hit the news media recently and has once again put Brandermill before the public. But no opinion is going to be as important to County administrators as those expressed by Brandermill residents. Mrs. Joni Roberts (Planter's Wood), who made a presentation to the BCA Board of Directors in December (see NRC reporting of BCA Board meeting and listen to BCA audio) and again spoke before the BCA Directors at its January 6, 2014 board meeting (see NRC reporting of BCA Board meeting and listen to BCA audio), had asked the BCA Board to support her request to the County for a zoning amendment. While the BCA Board of Directors will be soliciting our opinions via survey in the next several weeks, the County Planning Commission will be holding a public hearing Tuesday, January 21 to help the Commissioners form their decision to the Board of Supervisors about this zoning variance. If you want your opinion to be directly heard by the County Planning Commission, please plan to attend this hearing.

Regarding Mrs. Roberts' recent statement:
“If I have to close, every other home-based business in Brandermill is going to have to close,” she said. “If this business doesn’t operate, no business in Brandermill is going to be able to operate.” (Source: Chesterfield Observer, January 15, 2014, www.chesterfieldobserver.com/news/2014-01-15/Front_Page/Day_care_tests_Brandermill_HOA.html)
one recalls Planning Commissioner Gulley's comment at the Community Meeting held in Brandermill on December 4,
"If you look at business licenses, you will find that there are a number of people in Brandermill with business licenses, but that doesn't mean they're conducting business from their homes, from the standpoint of clients coming to their homes."
and the actual wording of Brandermill's Single Family Covenants:
"2. (a) All lots in said Residential Areas shall be used for residential purposes exclusively. The use of a portion of a dwelling on a lot as an office by the owner or tenant thereof shall be considered a residential use if such use does not create customer or client traffic to and from the lot ...."

Work Session and Special Meeting of the BCA Board of Directors

There will be a work session and Special Meeting of the BCA Board of Directors to discuss the detailed list of pool-related projects and to vote on the pool contract. BCA Directors will share their thoughts on the topic so Staff will know what the BCA Board would like to see accomplished. If you're interested in pool improvements, plan to attend this meeting.
